The Barcoo Shire Councils leadership team is made up of a team of four with a wealth of knowledge across local government.
David Wiskar - Chief Executive Officer

David has extensive experience across State Government, the water industry, and Local Government, with a strong focus on regional service delivery.
His career has included leadership roles in Wide Bay, North Burnett, and the Northern Territory, and he now returns to regional Queensland with a renewed commitment to supporting communities through quality infrastructure and services.
David is especially mindful of the important work ahead in restoring infrastructure and services across our towns following the flood events earlier in 2025 and is keen to explore ways to improve the services Barcoo Shire Council delivers.

Keith White - Interim Director Corporate Services

Keith brings a wealth of Local Government and Corporate experience to Barcoo Shire having held many key management positions in service-based organisations in both the private and public sector. His primary areas of responsibility have been in finance, information technology, customer service and human resources. I addition he managed the service delivery operations of a city council in Victoria.
His local government experience of more than 20 years has been gained in senior management roles in Victoria, WA, NSW and Qld. The role in Qld being at Mount Isa where he was responsible for the sourcing and implementation of a replacement ERP system.
Keith holds a Bachelor of Business (Accounting) and is a CPA.

Joe Galea - Interim Director Engineering

Joe has built a highly respected career across North Queensland and previously served as Chair of the North Queensland Alliance of Councils (NQWRAP), supporting collaboration and improved outcomes across local governments. He represented the Lower Burdekin region for both Burdekin and Charters Towers, giving him a strong understanding of regional challenges and opportunities.
Throughout his career, Joe has contributed to a number of State level panels, including Training Advisory and Industry Safety Advisory groups, helping to guide workforce development and promote best practice across the sector.
With his depth of experience and commitment to regional communities, Joe is a valuable addition to Council, and we look forward to the expertise and leadership he brings to the role.

Darren Grimwade - Manager Community Services

Darren brings a wealth of experience across the private, public, and community sectors. He has held senior roles in economic and taxation fields, including serving as a Director at a leading Australian taxation firm, and has successfully operated several family-owned small businesses.
His public service includes time as a Member of the Queensland Parliament, where he was appointed to the Transport, Housing and Local Government Committee. He also has significant local government experience, having served as an elected Councillor for nearly a decade.
Darren is committed to community development and has previously served as a Director on the board of a profit-for-purpose Community Bank. He holds a Graduate Certificate in Business Administration and is a Graduate of the Australian Institute of Company Directors (GAICD).
